With Spring around the corner, it's a good idea for homeowners to prepare and perform some maintenance items. Lennox has adopted the 2021 International Property Maintenance Code (IPMC) and other ICC Codes. These codes are there to help ensure homes remain safe, structurally sound, and well-maintained.

 

Key Areas for Spring Home Maintenance and referenced 2021 IPMC:

 

1.      Exterior Maintenance & Structure (2021 IPC Chapter 3)

·         Roofs & Gutters: Check for missing, damaged, or curled shingles. Also check for leaks. Minor repairs and roof replacement that is under 25% of the entire building do not require a building permit. If there is any question whether a permit is needed or not, please call City Hall.

·         Siding & Paint: Repair any peeling paint, damaged siding, or loose materials. Similar to roofing, anything over 25% siding replacement requires a building permit. Exterior painting does not require a building permit.

·         Windows & Doors: Replace broken glass, fix weather stripping, and check locks. Same-size windows and doors do not require a building permit, unless there are changes to the size of the window or door

·         Foundation: Inspect for cracks or shifting due to winter freeze-thaw cycles. Check the exterior grading to ensure water drains away from the foundation.

 

2.     d Lawn & Property Upkeep (2021 IPMC Chapter 3)

·         Grass & Weeds: Keep grass trimmed and free of noxious weeds (8” per City Ordinance 3.0104)

·         Trash & Debris: Clear out junk, yard waste, and clutter from your yard.

·         Sidewalks & Driveways: Repair any cracks or damage that could be a trip hazard.

 

3.      Pest Control & Sanitation (2021 IPMC Chapter 3, Section 308 & 309)

·         Rodents & Insects: Check for signs of infestation and seal entry points.

·         Trash & Compost: Store properly to avoid attracting pests. The City of Lennox requires all residents to have regular trash service per City Ordinance 3.0306.

 

4.      Fence, Deck, & Outbuildings (2021 IPMC Chapter 3)

·         Fences & Gates: Repair loose boards or damaged panels.

·         Decks & Railings: Check for rot, loose nails, and apply sealant if needed.

·         Sheds & Garages: Ensure structures are secure and meet local zoning codes.

·         Note: Building permit required for installation of fences, decks, and sheds/garages.

 

5.      Plumbing & Water Systems (2021 IPMC Chapter 5)

·         Hoses & Outdoor Faucets: Check for freeze damage and leaks.

·         Sump Pumps: Ensure they’re functioning properly before spring rains.

·         Indoor Plumbing: Check for running toilets, water softeners etc. for excessive water use. Each month check your water bill and if you notice a large increase in your bill, there could be a good chance there is a leak somewhere. Call City Hall if you have any questions on your usage.

·         Gutters & Drainage: Prevent water pooling near the foundation. Repair/replace any damaged or missing gutters or downspouts. Note: water must not drain to an adjoining property. Instead, direct water to the nearest street-storm sewer.

 

6.      Electrical & Mechanical Systems (2021 IPMC Chapter 6)

·         HVAC Systems: Clean/replace filters and schedule a spring A/C checkup.

·         Exterior Lighting: Ensure all lights are working for safety and security.

·         Extension Cords & Wiring: Remove any exposed or improper outdoor wiring.

 

Why Compliance Matters

Performing regular home and property maintenance and following the IPMC is beneficial in multiple ways. Having a regularly kept-up property protects the property value and if everyone is following regular maintenance, it increases the appearance of the neighborhood, and ultimately the City. Another benefit of performing regular property maintenance is it can help prevent costly repairs by catching potential large issues early. A roof leak could cause major interior damage or even health problems down the road. Similarly, if maintenance isn’t performed on sump pumps, or if the foundation and roof drainage is not correctly done, water damage could happen to the basement.
